That’s pretty much my question. I just want 2.1 on my Cliq, but sites state that my SIM card needs to be active. Its been inactive for 2months now. So is it possible to still update it with the inactive sim card?

no you need to update it ok
I have updated 5 cliq already and I don’t think you need a active sim card. You will have to log on to somebody’s wifi and recreate a Motoblur account after your done. If for some reason it does just find someone with a tmobile account and ask to borrow there card.
